Terms and Conditions
These are the terms and conditions set by Distance Learning Program (DLP) of Bangladesh Diabetic Somiti (BADAS)/Diabetic Association of Bangladesh (DAB).to operate / run the Certificate Course on Diabetology.
1.0 Course Registration and Course Enrollment
1.1 Student Registration and Enrollment
The Certificate Course on Diabetology (CCD) is run by Distance Learning Program (DLP) which is an enterprise of Bangladesh Diabetic Somiti (BADAS)/Diabetic Association of Bangladesh (DAB). Distance Learning Program was established in 2003 with the objective to create appropriately trained manpower for the prevention and management of diabetes. CCD is meant for physicians/medical doctors who want to improve their skills in diabetes care (please read Eligibility section). The duration of the CCD is 6 (six) months. CCD is managed by the CCD Software Application. Students of the CCD Course are assigned into different Regional Tutorial Centers (RTCs). Each RTC is managed by a Faculty of CCD. One student must complete the course within 4 consecutive ECEs (1 regular & 3 subsequent) before being 'Course-out'.. An enrolled student shall have access to CCD within maximum 30 days after submitting the application for registering as student. Prospective Students can apply to register for the course after the registration is opened via the website dlpbadas-bd.org. The registration for the course is announced through the DLP website dlpbadas-bd.org and local newspapers. The notice section, on the right hand-side in pc/laptop and on the top in mobile view, contains the information about the registration date. After registration is opened prospective students can submit applications through the CCD Software Application by selecting Register as Student in dlpbadas-bd.org. Note: Register as Faculty is another option under Register button. The Register as Faculty is only applicable for those who have a post-graduation in Endocrinology, or Medicine or allied disciplines, or successfully completed the CCD course in the past, or have training or service experience in management of diabetic patients, and have experience in teaching with preference to those who have experience as Tutor of CCD. Prospective Students need to provide a valid email address, set a password, complete personal information form and professional information form to submit their applications. Upon submission of application Prospective Students receive a Temporary ID and are converted to Temporary Students. Temporary Students are sent their Temporary ID by an automated response from the CCD Software Application. The automated response is in the form of email and SMS which contains the Temporary ID assigned to a Temporary Student. Coordinators of CCD review the applications submitted by the Temporary Students, through the CCD software Application, and provide approvals for payment. The review process may take upto three weeks. Upon approval for payment, Temporary Students are sent another follow-up automated response, from the CCD Software Application, with link for payment. The automated response is in the form of SMS and Email. The payment link directs the Temporary Students to a payment gateway through which they can deposit the course fee using 2 (two) methods: 1. Online payment gateway – Temporary Students can choose this option to pay via debit, credit cards, mobile money providers and online banking gateways. 2. Bank deposit method – Temporary Students choose this method to view the bank account details of DLP. The Temporary Students can deposit the course fee to the provided bank account details of DLP and upload the deposit slip. After payment of course fee, Temporary Students will have to wait a maximum period of 7 (seven) days to receive an automated response, from the CCD software Application, confirming payment. The automated response is sent in the form of SMS and Email. The automated response confirming payment is sent after Admin, CCD, approves the payment receipt through the CCD Software Application. Upon confirmation of payment Temporary Students are converted to Enrolled Students. Enrolled Students are then assigned to Regional Tutorial Centers (RTCs) in the CCD Software Application. After assigning to RTCs, students are provided a permanent Enrollment ID. The Enrollment ID is valid for a maximum 3 (three) years. Enrolled Students receive their Enrollment ID by an automated response from the CCD software Application in the form of SMS and Email. A single Faculty is assigned to a single RTC. The maximum capacity of a single RTC ranges between 15 seats to 40 seats. After 3 (three) years the Enrollment ID expires. After the expiry of an Enrollment ID, Enrolled Students becomes a new Prospective Student. All new Prospective Students need to pay the course fee for receiving the Enrollment ID. A student shall receive Enrollment ID of CCD if they fulfill the below 3 criteria: 1. If approved for payment by CCD Course authorities 2. Has paid course fee of CCD using either of the 2 (two) payment methods 3. Has been assigned to RTC in the CCD Software Application. An Enrolled Student with Enrollment ID shall have access to CCD maximum within 30 (thirty) days after submitting the application form for registering as a student.
1.2 Faculty Registration and Enrollment
Faculty Registration is available only when the faculty registration is opened by the CCD. Doctors/Physicians who wish to apply for Faculty Registration must meet the Faculty Eligibility Criteria.
Faculty Registration is available through the DLP website dlpbadas-bd.org.
Participants must select Register as Faculty after selecting Register on the DLP website dlpbadas-bd.org.
To apply, participants need to provide a valid email address, set a password, complete personal information form and professional information form to submit their applications.
After submitting the application, the participant is sent a notification in the form of SMS and Email.
Coordinators of CCD review the applications submitted by the participants, through the CCD software Application, and provide approvals for enrollment as Faculty of CCD.
After Faculty is enrolled, Faculty is assigned to a RTC for managing students through the CCD Software Application.
A Faculty can view the Contents of CCD through the CCD software Application.
A Faculty of CCD can view the course progress of Enrolled Students through the CCD Software Application.
A Faculty of CCD can view the course progress of those Enrolled Students who are assigned to the respective RTC of the Faculty.
A Faculty of CCD is responsible for taking Online Classes, Online Re-take Classes and conducting Skill Development Tutorials (SDTs).

2.0 CCD Components, Education Material, Management and Teaching Method
2.1 CCD Components, Education Material, Management and Teaching Method
CCD is managed through the CCD Software Application. The software stores all course content, Enrolled Students’ details about course progress, Self-Study and Self-Practice Contents and Examination Contents.
CCD is a modular course. There are 10 Modules. There are 3 Phases of the course.
1. Phase A consists of 3 Modules:

2. Phase B consists of 4 Modules:
2.1. Module 4
2.2. Module 5
2.3. Module 6
2.4. Module 7
3. During Phase B, an Enrolled Student has to attend 2 (two) Skill Development Tutorials (SDT);
3.1. SDT-1 for clinical skill
3.2. SDT-2 for practical skill
4. Phase C consists of 3 Modules:
4.1. Module 8
4.2. Module 9
4.3. Module 10
2.11 Modules
Modules are for self-study. A module resembles a chapter of a textbook
A module begins with an introductory lesson termed Objectives and ends with the last lesson, Summary, which summarizes the module and provides hints to further reading
All other lessons have 2 parts
1. Text part
2. Practice part
Enrolled Students can view contents of the lessons online or can download the lesson materials in portable document format (pdf).
After going through the lessons, an Enrolled Student can practice as many times as desired, using Practice-based Questions inside the CCD Software Application. A Student’s study activities can be monitored all the time by a Faculty.
Practice-based questions are quiz-styled for self-assessment purposes to help Enrolled Students prepare for Phase Completion Assessment (PCA) Exams and End Course Exam (ECE). The Practice-based questions consist of 2 types of questions:
1. Fill up the gap(s)
2. True/False response
2.2 Online Classes
Enrolled Students are all provided Online Class links which they are required to attend. The Online Classes are assigned for every RTC.
2.3 Exams
An Enrolled Student with Enrollment ID has to undertake 4 (four) Exams to complete CCD.
3 (three) Phase Completion Assessment (PCA) Exams and 1 (one) End Course Exam (ECE).
Enrolled Students must pass the Phase Completion Assessment (PCA) Exams to sit for End Course Exam (ECE).
There are 3 (three) Phase Completion Assessment (PCA) Exams at the end of Phase-A, Phase-B and Phase-C of CCD respectively.
2.4 Certification
Students who have passed all 3 (three) PCA Exams and passed ECE shall be certified by DLP, BADAS.
2.5 Academic Calendar
The Online Classes, Skill Development Tutorials (SDTs), PCA Exams and ECE Exam are all scheduled in an Academic Calendar which is provided to all Enrolled Students and Faculty ahead of the CCD Session.
3.0 Intellectual Property Rights
The contents of the Certificate Course on Diabetology (CCD) are the property of Distance Learning Program (DLP), an enterprise of Diabetic Association of Bangladesh (BADAS).
Contents of CCD include:
1. Educational materials contained inside the Course Curriculum of CCD.
2. Logos and trademarks of CCD, photos and images used as per the approval of DLP, BADAS.
DLP, BADAS has every right to take legal action as per the laws of the Government of Bangladesh against any organization or person found to be using the contents of CCD without seeking prior approvals from DLP, BADAS.
4.0 Student Eligibility Criteria
Prospective students who have a permanent registration from Bangladesh Medical and Dental Council (BMDC) and MBBS or equivalent degree.
5.0 Faculty Eligibility Criteria
Doctors/Physicians who have a post-graduation in Endocrinology, or Medicine or allied disciplines, or successfully completed the CCD course in the past, or have training or service experience in management of diabetic patients, and have experience in teaching with preference to those who have experience as Tutor of CCD.
6.0 Course Fee, Exam Fee Payment and Refund Policy
The course fee is BDT 25,000 (Twenty-Five thousand Taka). The components of the Course Fee include:
1. Contents of CCD
2. CCD Online Classes
3. Skill Development Tutorials
4. CCD Online Carry-on Classes
5. End Course Examination (ECE) Fee

Temporary Student with Temporary ID shall receive notification in the form SMS and Email maximum 7 (seven) days after payment using either one of the 2 (two) payment methods
1. Online payment gateway – Temporary Students can choose this option to pay via debit, credit cards, mobile money providers and online banking gateways.
2. Bank deposit method – The Temporary Students can deposit the course fee to the provided bank account details of DLP and upload the deposit slip.
Course Fee of CCD is non-refundable. One student must complete the course within 4 consecutive ECEs (1 regular & 3 subsequent) before being 'Course-out'. An Enrolled Student with Enrollment ID does not have to pay the course fee of BDT 25,000 (Twenty-Five Thousand Taka) for the validity period of Enrollment ID.
If an Enrolled Student with Enrollment ID fails to complete CCD within the Enrollment ID validity period, then the said student will be required to pay the course fee before receiving new Enrollment ID.
An Enrolled Student with Enrollment ID will be required to pay Exam Fee for each Retake ECE. Retake ECE is only applicable for Enrolled Student with Enrollment ID who have not passed ECE in the previous attempt(s).
Exam Fee is non-refundable.
The Exam Fee amount is BDT 3000 (Three Thousand Taka).
All payments collected for Course Fee and Exam Fee are collected in 2 (two) methods:
1. Online payment gateway – Temporary Students can choose this option to pay via debit, credit cards, mobile money providers and online banking gateways.
2. Bank deposit method – Temporary Students choose this method to view the bank account details of DLP. The Temporary Students can deposit the course fee to the provided bank account details of DLP and upload the deposit slip.
The Online Payment Gateway is provided by Software Shop Limited (SSL) Wireless.
The payments for Course Fee and Exam Fee made through bank deposits are made to the associated account of DLP, BADAS.
6.1 Provision to review Course Fee
Distance Learning Program (DLP), Diabetic Association of Bangladesh (BADAS), can change the Course Fee amount and/or change the components of the Course Fee as per the policy of Diabetic Association. Notice or notices for change in amount of Course Fee and/or changes to components of Course Fee shall be provided through the website www.dlpbadas-bd.org
7.0 Student Policy
Only Enrolled Students shall have access to the CCD Components, Education Material, Management and Teaching Methods.
An Enrolled Student shall receive Enrollment ID if all 3 criteria below are fulfilled:
1. If approved for payment by CCD authorities
2. Has paid course fee of CCD using either of the 2 (two) payment methods
3. Has been assigned to RTC in the CCD Software Application.
People other than Enrolled Students who receive CCD Material and/or Online Class Link shall be embroiling themselves in illegal activities as per the Digital Security Act- 2018, Govt. of Bangladesh, Clauses 22.1, 23.1, 24.1a, 26.1.
7.1 Student Enrollment Policy
A Prospective Student must receive Temporary ID after submitting application. Temporary ID must be approved for payment. After payment confirmation and assigning to RTC, Temporary ID is converted to permanent Enrollment ID. Only Enrolled Students with Enrollment ID will be recognized as students of CCD.
Prospective Students must meet the Student Eligibility Criteria to apply to CCD.
7.2 Student Course Policy
An Enrolled Student with Enrollment ID must complete all 3 Phases and needs to participate in Online Classes, Skill Development Tutorials, and pass the PCA Exams and ECE to be certified by DLP, BADAS.
7.3 Student Behavior Rules
An Enrolled Student should refrain from spreading malicious or unwanted content and materials as per the Digital Security Act- 2018, Govt. of Bangladesh Clauses 21.1, 25.1a, 26.1,28.1, 29.1, 31.1.
DLP authorities shall have every right to bar an Enrolled Student from digital mediums if they deem it necessary.
DLP authorities may suspend the Enrollment ID of an Enrolled Student for conducting harmful, malicious, suspicious and conspicuous activities as per the Digital Security Act- 2018, Govt. of Bangladesh Clauses 21.1, 25.1a, 26.1,28.1, 29.1, 31.1.
7.4 Use of Social Apps and Posts
Enrolled Students need to use the digital mediums prescribed by DLP authorities for coordination and communication required between Enrolled Students and Faculty and DLP Authorities.
If an Enrolled Student with Enrollment ID is found spreading malicious, conspicuous and harmful contents against CCD, and/or other Enrolled Students, and/or Faculty(s) then the Enrolled Student shall be found acting against the Digital Security Act- 2018, Govt. of Bangladesh Clauses 29.1, 28.1, 31.1.
Enrolled Students with Enrollment IDs must refrain from hurting religious, ethnic and racial sentiments otherwise will be found acting against the Digital Security Act- 2018, Govt. of Bangladesh Clause 28.1.
Doctors/Physicians who are not Enrolled and have not received Enrollment ID but are found to have gained access to CCD Content, Education Material and Online Classes shall have been found to be involved in fraudulent activities as per the Digital Security Act-2018 Clauses 22.1, 23.1, 24.1a, 26.1.
Enrolled Students should refrain themselves from publishing harmful, conspicuous and malicious comments or materials about CCD and/or about other Enrolled Student and/or about Faculty of CCD. Enrolled Students with Enrollment ID taking part in such acts will be found pursuing activities against CCD.
CCD authorities can take legal action, as per the Digital Security Act- 2018, Govt. of Bangladesh, Clauses 22.1, 23.1, 24.1a, 25.1, 26.1, 28.1, 29.1, 31.1, for Enrolled Students who do not abide by the rules set out in in Student Enrollment Policy, Student Course Policy, Student Behavior Rules, Use of Social Apps and Posts.
8.0 Faculty Policy
Only enrolled Faculty can access CCD through CCD Software Application.
Enrolled Faculty must fulfill the 2 (two) criteria below:
1. Approved application submitted through the CCD Software Application.
2. Assigned to a RTC of CCD.
Faculty can view the Contents of CCD and view progress of Enrolled Students assigned to their respective RTCs.
A Faculty of CCD is responsible for taking Online Classes, Online Re-take Classes, conducting Skill Development Tutorials (SDTs).
8.1 Faculty Enrollment Policy
Participants who meet the Faculty Eligibility Criteria can apply for the role of Faculty of CCD. Faculty of CCD must submit their application through CCD Software Application and the application needs to be approved by CCD authorities. Enrolled Faculties must be assigned to RTCs. A Faculty of CCD may take time off from their respective role by providing notice to CCD authorities. In such a scenario CCD authority has the right to replace the respective Faculty with another participant who is qualified to be the Faculty of CCD.
8.2 Faculty Course Policy
A Faculty of CCD is responsible for taking Online Classes, Online Re-take Classes, conducting Skill Development Tutorials (SDTs).
A Faculty of CCD is responsible for reviewing course progress of those Enrolled Students who are assigned to the respective RTC of the Faculty.
8.3 Faculty Behavior Rules
A Faculty of CCD should refrain from spreading malicious or unwanted content and materials as per the Digital Security Act- 2018, Govt. of Bangladesh Clauses 21.1, 25.1a, 26.1,28.1, 29.1, 31.1.
DLP authorities shall have every right to bar the Faculty of CCD from digital mediums if they deem it necessary.
DLP authorities may suspend a Faculty of CCD for conducting harmful, malicious, suspicious and conspicuous activities as per the Digital Security Act- 2018, Govt. of Bangladesh Clauses 21.1, 25.1a, 26.1,28.1, 29.1, 31.1.
8.4 Use of Social Apps and Posts
A Faculty of CCD need to use the digital mediums prescribed by DLP authorities for coordination and communication required between Enrolled Students and Faculty and DLP Authorities. If a Faculty of CCD is found spreading malicious, conspicuous and harmful contents against CCD, and/or Enrolled Students, and/or other Faculty(s) then the Faculty of CCD shall be found acting against the Digital Security Act- 2018, Govt. of Bangladesh Clause 29.1, 28.1, 31.1. A Faculty of CCD must refrain from hurting religious, ethnic and racial sentiments of Enrolled Students and/or other Faculty of CCD and/or CCD Authorities otherwise will be found acting against the Digital Security Act- 2018, Govt. of Bangladesh Clause 28.1. Participants who are not Enrolled as Faculty of CCD and have not been assigned to RTC in the CCD software Application but are found to have gained access to CCD Content, Education Material and Online Classes shall have been found to be involved in fraudulent activities as per the Digital Security Act-2018 Clauses 22.1, 23.1, 24.1a, 26.1. A Faculty of CCD should refrain themself from publishing harmful, conspicuous and malicious comments or materials about CCD and/or Enrolled Student and/or about other Faculty of CCD. A Faculty of CCD taking part in such acts will be found pursuing activities against CCD. CCD authorities can take legal action, as per the Digital Security Act- 2018, Govt. of Bangladesh, Clauses 22.1, 23.1, 24.1a, 25.1, 26.1, 28.1, 29.1, 31.1, for Faculty who do not abide by the rules set out in in Faculty Enrollment Policy, Faculty Course Policy, Faculty Behavior Rules, Use of Social Apps and Posts.
9.0 CCD Software Application
The CCD Software Application is a proprietary software application developed by DLP, BADAS for operating and managing CCD.
The development partner of CCD Software Application is CTHealth Ltd.
The CCD Software Application is a custom-made proprietary solution to:
1. Store Contents of CCD
2. Manage applications from Prospective Students to register for CCD
3. Manage applications from participants to register as Faculty of CCD
4. Provide Course Management capabilities to the assigned personnel of CCD Authorities.
5. Provide approved Temporary Students and Enrolled Students to make Course Fee and Exam Fee payments respectively. The payment methods are:
a. Online payment gateway
b. Bank deposit method
6. Provide assigned personnel, of CCD Authority, the capacity to track and review payments for Course and Exam Fee.
7. Provide Enrolled Students with Enrollment IDs with access to Course Components, Education Material, Online Classes, Online Retake Classes and SDTs.
8. Provide Enrolled Students with Enrollment IDs access to PCA Exams and ECE Exam.
9. Assign Faculty of CCD to RTC.
10. Assign Enrolled Students with Enrollment IDs to RTCs.
11. Provide access to Faculty of CCD to Contents of CCD.
12. Provide Faculty of CCD the capacity to review progress of Enrolled Students in their respective RTC.
13. Provide Faculty of CCD the capacity to conduct Online Classes, Online Retake Classes, SDTs
The Online Payment Gateway is provided by Software Shop Limited (SSL) Wireless.
10.0 Privacy Policy
Prospective Students applying to register for CCD agree to providing personal information, professional information and payment credentials required for making online payments through the Online Payment Gateway.
Participants applying for role of Faculty of CCD agree to providing personal information and professional information required to review the credentials of the participant.
CTHealth Ltd. is part of a non-disclosure agreement for maintaining the privacy and confidentiality of information collected from Prospective Students and Participants.
SSL Wireless is also part of a non-disclosure agreement for maintaining the privacy and confidentiality of payment information and credentials of Temporary Students.
11.0 Provision for Change in Policies
As per the regulations and policy updates of DLP, BADAS, Ministry of ICT, Government of Bangladesh and Ministry of Commerce, Government of Bangladesh, the policy guidelines of - a) Course Registration and Course enrollment, b) CCD Components, Education, Management and Teaching Method, c) Student Eligibility Criteria, d) Faculty Eligibility Criteria, e) Course Fee, Exam Fee Payment and Refund Policy, f) Student Policy,
g) Faculty Policy, h) CCD Software Application and i) Privacy Policy - can be changed by providing notice through website www.dlpbadas-bd.org.
